Description
SIMPLIFIED ACQUISITION OF BASE ENGINEER REQUIREMENTS (SABER). Estimated Request for Proposal Release Date: 11 July 2002. Estimated Proposal Closing Date: 12 Aug 2002. This will be an all-electronic solicitation release. No hard copies will be mailed. Solicitation and amendments will be posted to www.eps.gov. It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. The subject acquisition is for a broad range of maintenance, repair and minor construction work on real property at LITTLE ROCK AFB, AR. The contract will be an indefinite delivery-indefinite quantity type contract and will include a wide variety of individual construction tasks as identified in RS Means. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the projects. The contractor will be required to maintain a management office near LITTLE ROCK AFB in order to receive delivery orders and provide other management services related to accomplishing individual jobs (Government Furnished Property will not be provided). Individual jobs will vary in size and complexity. The jobs will include tasks in a variety of trades including carpentry, road repair, roofing, excavating, interior electrical, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. The North American Industry Classification System (NAICS) is sub-sectors 233, 234 and 235. The guaranteed contract minimum is $100,000.00 and the proposed maximum is $10 million over the life of the contract. The performance period will be a twelve-month basic year with four twelve-month option periods. This acquisition is set-aside for competitive 8(a) concerns and has a geographic restriction to Arkansas, Louisiana, Oklahoma and Texas. Award of this contract will be based on best value using performance-price trade-off procedures. The government anticipates significant subcontracting activity under this contract. To be eligible for contract award 8(a) contractors must be registered in the Central Contractor Registration database.
