- NAICS Code: 541519 The Environmental Protection Agency (EPA) intends to issue a sole source purchase order to Elsevier Science, 655 Avenue of the Americas, New York, NY 10010, for a one year annual electronic subscription to provide Agency users with desktop access to Elsevier's Science Direct. Elsevier will provide access to Science Direct via the Internet to four umbrella EPA Internet Protocol (IP) addresses that provide access to everyone. Elsevier is the publisher and the only source that can deliver the electronic version. At this time, Elsevier has not released the rights for the electronic submission of the journals to any other publisher or distributor. This notice of intent is not a request for competitive proposals. NO SOLICITATION IS AVAILABLE. All questions or responses to this notice should be directed VIA E-MAIL to the Contracting Officer, Sylvia Danley-Smith at danley.sylvia@epamail.epa.gov., within Ten (10) days after this electronic posting.
