Description
As a follow-up to the Special Notice published on 7 June 2002 regarding the Navy's plan to encourage industry participation in the review of the DRAFT Request for Proposal (RFP) for the Evolved SEASPARROW Missile (ESSM) Launching System (ELS), the Navy plans to convene a Briefing for Industry during the period from 8 July 2002 through 15 July 2002 at the NATO SeaSparrow Program Office 727 South 23rd Street, Arlington, VA 22202, for purposes of providing any necessary additional clarifying information. Firms interested in attending the Industry Briefing must be qualified to respond to the solicitation. Requests to attend the Briefing for Industry (including number of attendees and security clearances) must be submitted in writing to Commander, ATTN: John C. Piunno, Code 02541P; Naval Sea Systems Command; 1333 Isaac Hull Avenue SE, Stop 2040; Washington Navy Yard, DC 20376-2040, by 2 July 2002. In addition to information available in the Reading Library at NSWC Dahlgren, the Government will provide technical briefings regarding the MK57 NSSMS system to potential offerors who are qualified to respond to the solicitation. These technical briefings will be available by appointment during the period from 24 June 2002 through 2 July 2002. Requests for a MK57 NSSMS technical briefing shall be forwarded to Mr. John Piunno either by e-mail at PiunnoJC@navsea.navy.mil or by fax at 202-781-4654. The written request to attend either the industry briefing or technical briefings must include a brief description of the company's or individual's expertise in areas covered by the solicitation as well as security clearance information for attendees. The Government will consider all comments received. Any subsequent revision of the DRAFT RFP remains solely at the Government's discretion. The Government will not provide individual responses to questions. Firms interested in contracting or subcontracting opportunities are encouraged to make known their interests in order that a Bidder's List can be established for other firms or individuals that may be interested in subcontracting opportunities. This is not a request for proposals, a promise to issue a request for proposals, nor a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis announcing the availability of draft specifications for industry participation and feedback. Issuance of a DRAFT RFP does not obligate the Government to award a contract and does not restrict the Government as to its ultimate acquisition strategy.
