Description

NA This solicitation is unrestricted. Estimated cost of construction is $5,000,000.00 to $10,000,000.00. The Standard Industrial Classification Code assigned is 1629 (NAICS) 234990 with a Size Standard of $28,500,000.00. Construction completion is 540 cale ndar days. Project consists of new construction for a munitions processing and administrative facility, storage cubicles, holding yard, main utility line and access roads. Project includes air conditioning and heating, electrical service and lighting, fi re protection, intrusion detection and alarm systems. Site work to include landscaping, parking, curbs, storm drainage and gutters. Contractor will be required to submit documentation and obtain Department of Defense Explosive Safety Review Approval. Co nstruction area is within an explosive site. This solicitation will be provided in an electronic format, free of charge, to all registered planholders. The media through which the Government chooses to issue this solicitation will be on the web site; this solicitaiton will not be issued in paper. Contractor may view and or download the solicitation information from the internet at https://ebs.nab.usace.army.mil. All contractors must to to this web site to register as a plan holder. In order to register each contractor must have a value Dun and Bradstreet Number and Cage Code Number assigned for the specific location being registered and also be registered in the Central Contractor Database. Each contractor need only register once for each solicitation. Only registered plan holders will be provided the solicitation. This procurement will be advertised as a Request for Proposal and will be evaluated for Best Value for award of the project. The technical evaluation criteria will be established in the RFP . The Subcontracting Goals are: 60% to Small Business Concerns, 15% to Small Disadvantaged Business Concerns, 8% Women-Owned Small Businesses; 3% to Hubzone Small Businesses, 3% to Veteran-Owned Small Businesses and 3% to Service Disabled Small Businesse s. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. The initial registration date expired 31 May 1998. For information regarding CCR registration, the CCR Web site can be accessed at http://www.ccr2000.com. Other information regarding registration can be obtained through CCR Assistance Center (CCRAC) at 1-888-227-2423. A paper form for registration may be obtained from the DoD Electronic Commerce Information Center at 1-800-334-3414. All responsible sources may submit a proposal, which shall be considered by the agency. In order to reduce the possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. must include the name of the particular Contract Specialist for the particular project. All deliveries, packages, etc. of more than one box or container must be bound together by tape or other means. The solicitati on is scheduled to be issued on or about 8 July 2002 with proposals due on or about 7 August 2002.
