- NA The U.S. Army Soldier Systems Center intends to conduct negotiations with and award a contract to Applied Epidemiology, Inc, PO Box 2424, Amherst, Ma 01002-2424, on a basis of other than full and open competition, reference FAR 6.302-1(a) for writing a Tec hnical Report regarding performing analyses on new data set of Anthrax vaccination records and disability discharge and prepare report on findings. Final report shall be in the form of a manuscript suitable for publication in peer reviewed literature and shall be delivered 6 weeks after contract is awarded. Applied Epidemiology, Inc have completed one study of Anthrax and disability. Applied Epidemiology is the only source who can conduct this research as proposed since it is a specific continuation of w ork already completed by Applied Epidemiology and for which they have the required databases. Competing the additional effort would necessitate duplication of all the work previously accomplished. There is no reason to believe this would result in a cost saving.
