- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The procurement is for a portable building. Details of the required support are addressed in the attached Statement of Work (SOW) ? see attachment 1. This solicitation, F1379821360100, is being issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; quotations are requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The proposed solicitation listed here is set-aside 100 percent for small business. The Standard Industrial Classification number is 2452, and the small business size standard is 500 employees. Vendor must be actively registered with Central Contractor Registration. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors-Commercial. FAR clause 52.212-2, Evaluation-Commercial Item does not apply. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation/statement of work and will be most advantageous to the Government. Overall, price (total aggregate amount) is the evaluation factor. If submitting quote on any item other than the requested item, offeror must submit all technical specification documentation sheets for comparison purposes. To assure timely and equitable evaluation of offers, each offeror must complete and submit a technical proposal, firm delivery date and price proposal. The following additional FAR provisions and clauses apply: FAR 52.212-4 is incorporated by reference and will be incorporated in the Purchase Order by reference. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, a completed copy of this provision shall be submitted with the offer. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, to include clauses (b)(11), (12), (13), (14), (15), (16), (17) and (22); FAR 52.232.33, Payment by electronic funds transfer, central contractor registration; DFARS 252.204-7004, Required Central Contractor Registration; 252-212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Order Applicable to Defense Acquisitions of Commercial Items; DFARS 252.225-7001, Buy American Act and Balance of Payment Program (41 U.S.C. 10, E.O. 10582); DFARS 252.225-7036, North American Free Trade Agreement Implementation Act (Alt I).
