Description
The Center for Substance Abuse Treatment (CSAP), Substance Abuse and Mental Health Services Administration has a follow-on requirement for their project titled, Strategies for Encouraging the Reimbursement by Health Plans and Managed Behavioral Health Organizations of Pharmacotherapies for Substance Abuse Treatment and intends to negotiate on a sole source basis with the incumbent contractor, SGR Health Alliance, 1117 Euclid Avenue, Berkley, CA 94708. Specifically, the contractor shall (1) write a background paper to include a summary of Best Practices literature and protocols for using medications; (2) develop materials on buprenorphine, medication-assisted treatment in general, acamprosate, other medications, and opiate based trials and assemble technical and non-technical materials packet for stakeholders groups and other audience, and plan and conduct stakeholders meeting; (3) develop reimbursement implementation strategy, i.e., work with pharmaceutical companies, States and professional societies to identify a set of Model Pilot Plans to begin reimbursement early and serve as advisors to other; and (4) develop evaluation instrument to assess model plans actual experience with and outcomes of adopting new approaches. Period of Performance is 7 months from date of award. This requirement has been justified under the authority of FAR 13.106-1(b) and award shall be made under the terms of FAR Part 13 - Simplified Acquisitions. SGR Health Alliance has been active in the field of managed care, behavioral health care, and substance abuse treatment for a number of years and is well situated due to its breadth of experience to work with pharmaceutical benefit plans, medical directors of health plans, and managed behavioral health plans in the development of a strategic plan for improving pharmaceutical benefits for substance abuse treatment.
