Description
The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the National Assembly for School-Based Health Care (NASBHC), in Washington, DC 20001. The purpose of this procurement is to develop a plan for the future use and refinement of the CQI tool to determine the tool's utility, management, and future development. The NASBHC shall re-fine an evidenced-based CQI to strengthen the clinical outcomes of care for patients seen in the Bureau-supported school-based health centers. NASBHC has played a leading role in advocating and nurturing an interdisciplinary, comprehensive and high quality of care in school-based health settings. With the NASBHCs core value that inextricably links school success and good health and its understanding on the importance of community health and education partnerships as key to student success, the NASBHC understandably can legitimately assume the continuous refinement and development of the CQI tool. Any other organization would have to replicate the tool before they could start work. This replication would be a substantial duplication of cost that would not be recovered through competition. Therefore, NASBHC is the only source without substantial duplication of cost the Government under authority 41 U.S.C. 253(1), as set forth in FAR 6.302-1(b)(1). This requirement will be awarded under FAR Part 13 - Simplified Acquisition Procedures. The antitipated period of performance is for a twelve (12) month period. The NAICS code for this procurement is 541990. A justification for Other than Full and Open Competition is on file. This announcememt is for information only. NO solicitation is available.
