Description
This is a combined synopsis/solicitation for commercial items as prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Solicitation Notice is No. AB133R-02-RP-0098. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 97-25. NOAA, Pacific Marine Environmental Laboratory (PMEL) requires the following acquisition Line Items to study the Stellar Sea Lion population decline in the Bering Sea: (1) 16 plus - SEACAT Conductivity & Temperature Recorder - 5 ea.; (2) 16p-1a-600 meter, 9-cell plastic housing - 5 ea.; (3) 16p-2m - 1000 psia Digiquartz with temperature compensation - 5 ea.; (4) 16p-3a - 4 differential A/D channels (0-5 volt input range) - 5 ea.; (5) 16p-4b Add SBE 5T pump for sensor flushing - 5 ea.; (6) 24190 - WET Labs WETStar mini-fluorometer, 500 meter plastic housing, 75 ug/l range - 5 ea.; (7) 1786 - WET Labs WETStar l/F cable 107 cm (DN 31725a) - 5 ea; (8) 50221 - WETStar (PL)Fluorometer Mount Kit-SBE 16/19 - 5 ea; (9) 26-Seagauge Wave & Tide Recorder - 5 ea; (10) 26-1 1000 psia (680 meter) Digiquartz pressure sensor - 5 ea; (11) FastCAT CTD Sensor - 3 ea. Specifications: Seacat: Conductivity must be acquired using an ultra-precision Wien-Bridge oscillator. The oscillator frequency count must be obtained using a reference crystal with a drift rate <2 ppm/yr. Temperature must be acquired by applying an AC excitation to a hermetically sealed VISHAY reference resistor and an ultra-stable aged thermistor (drift rate typically <0.002 C/yr). Compensation of the temperature influence on pressure offset and scale should be performed by the instrument's CPU. The instrument must also be capable of including an optional pump. The instrument shall have an external serial port that will allow the user access to the instrument's data storage and software parameters to allow the user to tailor the data acquisition parameters. Tide Gauge: Pressure rates must be user programmable-allowing continuos integration of pressure samples to optimum results. In addition the user must be able to program independent burst sampling pressure at rates up to 4 Hz for wave amplitude calculation. Construction must of plastic and titanium. The pressure sensor must be a Digiquartz sensor with a gauge of 0 - 270 meters, accuracy 0.01% full scale, tide resolution 0.2 mm with 1 min integration, wave resolution 0.4 mm with 0.25 sec integration, repeatability 0.005% full scale, hysteresis 0.005% full scale. The temperature range must be -5 to 35 C, accuracy 0.02 C. The batteries must be alkaline and allow 6 months of operation. Government derived data from new equipment must match data from existing SeaBird equipment. Deliverables: the order must be placed for Line Items 1-11 by June 26 in order to meet delivery date of August 15, 2002. Therefore, it is in the best interest of the Government to award this contract to Seabird Electronics on a sole source basis. The proposal shall be prepared in accordance with FAR 52.212-1, Instructions to Offers - Commercial Items, and the offer shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. FAR clause 52.212.4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there are no addenda to this provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order - Commercial Items is applicable. Include the additional clauses 52.203-6; 52.216-1 - Fixed Price Contract; 52.217-6 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.223-9 (Alt. 1); 52.232.34; 52.214-33 - Submission of Offers in the English Language; 52.214-34 - Submission of Offers in US Currency; CAR 1352.201-70; CAR 1352.201-71. NAICS 334513 - 500. The order must be placed by June 26, 2002 to ensure delivery by August 15, 2002. Proposal from Seabird Electronics must be received no later than 2:00 PM, Pacific Time, June 26, 2002.
