Description

The Pension Benefit Guaranty Corporation seeks to award a sole source contract to Ellan Spring for benefit payment consulting services and training services to the Insurance Operations Department (IOD) and the Operations and Policy Support Staff (OPSS) of IOD. The purpose of these services is to provide the PBGC with the experience and knowledge necessary to support the anticipated increase in trusteed participants during the next year. The intended contractor holds extensive knowledge of the PBGC business processes of the IOD and OPSS and has demonstrated a high-level of capability in the disciplines of benefit payment consulting and training. The intended Contractor is uniquely qualified as a result of years of experience working with PBGC. The PBGC knows of no other Contractor with these unique qualifications and capabilities. The period of performance is one year. The proposed contract is for services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This is a notice for intent to award a sole source contract and is NOT a request for proposals.
