- NA The Government proposes to modify contract DSWA01-98-C-0114 with Karagozian and Case on a sole source basis to conduct a series of experiments to provide data for evaluating/validating the latest air-backed wall-response model implemented in the Munitions Effects Assessment (MEA) tool. The validity of the air-backed wall model in MEA is important because the damage to internal walls is a major factor in the accurate prediction of other key effects. These include WMD spillage, deflagration, and expulsion f rom either a single or multiple internal detonations. DTRA has determined that only Karagozian and Case (K&C) has the prior knowledge and experience in the development of the code used by the MEA code. K&C will perform pre-test predictions for a series of seven scaled-tests to be conducted
