- Description
- GSA intends to procure on a sole source basis under Simplified Acquisition Procedures a license agreement from the Center for Internet Security (CIS) of Bethesda, Maryland which will grant GSA unlimited rights to use and redistribute within the US Federal Government all CIS Benchmark and Security Analysis Tools. Award will be made as a commercial acquisition under FAR Part 12. To the Government's knowledge, CIS is the only known source that can provide the required license and maintenance, as the software is proprietary thereto and not available through dealers or other third parties. GSA intends to purchase this license agreement from CIS as a sole source requirement. The authority is 41 U.S.C. 253(c)(1). Interested organizations may submit their capabilities and qualifications to provide the required license in writing to the identified point of contact within 7 calendar days of this notice. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open basis will be based upon responses to this notice and is solely within the discretion of the government.
