Description

DESC: This is a source selection procurement for one solicitation resulting in award of up to four Indefinite Delivery Indefinite Quantity Multiple Award Construction Contracts (MACC). Under a MACC contractors develop or determine the construction solution best suited to serve the needs of the Government for the particular task. With few exceptions, the Government does not develop traditional plans and specifications. Award will be made to the responsible offerors whose proposals, conforming to the Request for Proposals, will be most advantageous to the Government resulting in the Best Value, price and other factors considered. After award of the initial contracts, the awardees will compete for task orders based on either best value or low price technically acceptable to the Government. The tasks will generally be routine renovation and repair of military facilities including barracks, administrative and personnel facilities, warehouses, and other structures of similar use. Tasks shall also include new construction and incidental alteration or construction work, repair to waterfront areas, underground and overhead utilities, industrial facilities, projects consisting exclusively of demolition and lead and asbestos removal work. Each contract will be for one base year with one option year. Task Orders shall be within approximately $25,000 to $500,000 each. Evaluation of contract award is based on the following factors: Factor (A) Price and Factor (B) Technical. Factor (B) Technical has four sub-factors which are: (1) Past Performance, (2) Key Personnel and Experience, (3) Safety and (4) Construction Management. Contract award will be made to the Offeror representing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Price will be based on the Seed Project. Offerors can view or download the solicitation package at the website address: http://esol.navfac.navy.mil after 05 July 2002. The due date for receipt of proposals is within 30 calendar days from the date of availability of the solicitation. This procurement is limited competition to 8(a) firms certified for participation in the 8(a) Program who are serviced by the U.S. Small Business Administration (SBA), Hawaii District Office, 300 Ala Moana Boulevard, Ste. 2-235, Honolulu, HI 96850 and/or only those locally geographic 8(a) firms with a bona fide residence will be considered. These 8(a) firms must meet the Bona Fide Place of Business rule established by the SBA Procedural Notice 800-523. Firms that are not serviced by the Hawaii District Office, but who have veritable office and employees located within the geographic area served by the Hawaii District Office at the time of this FedBizOpps announcement, are eligible to submit offers. All other firms are deemed ineligible to submit offers. The North American Industry Classification System (NAICS) Code is 233320. The 8(a) firms business plans do not require the Small Business Administration approval for NAICS 233320.
