- NA The U.S. Army Natick Soldier Systems Center intends to negotiate the award of a purchase order to TA Instruments, Waters LLC, 109 Lukens Drive, New Castle, DE 19720 on a basis of other than full and open competition [reference FAR Subpart 6.302-1; authorit y 10 U.S.C. 2304 (c)(1) or 41 U.S.C. 253 (c)(1)] for a Q800 Dynamic Mechanical Analyzer (DMA) with the following accessories: film and fiber tension kit, shear sandwich kit, parallel plate compression kit, special fiber fixture kit, low friction 50 mm thr ee point bend fixture, gas cooling accessory with auto-fill capability, air compressor, thermal analysis controller with Windows 2000 operating system, 17 high resolution color monitor, 12 port Ethernet communications hub, Q series system key, Advantage fo r Thermal Analysis Accessory Kit software, and installation of and training for all new equipment. All equipment being purchased is required to update the existing Army DMA system, which has an overall estimated value of $500,000.00. TA Instruments is th e manufacturer of the current DMA system. The only way to assure that the data generated from the current system is able to be 100% analyzed with new software/equipment is to purchase the updated DMA accessories from TA Instruments. The estimated value f or replacement parts is $80,000.00. No quotation document is available for this effort. Interested sources shall make any inquiries about this announcement no later than 26 Jun 02. Reference note 22, as above is for commercial products, the Army shall c onsider responses to this requirement that are received within seven (7) calendar days from the date of this publication.
