Description
This is a combined SYNOPSIS/SOLICITATION prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this Notice. This announcement constitutes a request for quotation and is the only solicitation that will be issued; NO WRITTEN SOLICITATIONS WILL BE ISSUED. The Solicitation Number is DTFH61-02-Q-00111 and is issued as a Request for Quotation (RFQ) incorporating provisions and clauses in effect through Federal Acquisition Circular 01-06. The North American Product Classification System is 541380 and the small business standard is $5 million. THIS REQUIREMENT IS A 100% SMALL BUSINESS SET-ASIDE AND AWARD WILL BE BASED ON THE LOW BID THAT MEETS ALL THE SPECIFICATIONS. The Federal Highway Administration has a requirement for a Weatherometer capable of subjecting asphalt cores to uniform actinic light (xenon arc lamp) and water spray. The conditioning area must meet or exceed an area of 16 inches x 25 inches and be capable of accommodating specimen as thick as 4 inches. Must be able to control temperature within the chamber to +/- 1 degree Celsius. Equipment should run on 120 voltages or 208 voltages. Also provide the following accessories: three (3) Daylight filters; one (1) Calibration Radiometer; one (1) Black panel calibration thermometer and one (1) Strip Chart Recorder. The following FAR clauses are applicable by statute to this solicitation: FAR 52.213-4, Terms and Conditions ? Simplified Acquisitions (Other than Commercial Items). All responsible offerors may submit a quotation by 12:00pm on July 3, 2002, to: Federal Highway Administration, 400 Seventh Street, SW., Room 4410, Washington, DC 20590, to the attention of Angela A. Jones. Your quote MUST (proposal shall not exceed 4 pages) include sufficient information to address the requirements along with contact person, phone number and fax number, your business size, payment terms, Federal Tax Identification and Dunn and Bradstreet Numbers. This is a Simplified Acquisition and anticipated award is on or about July 5, 2002.
