- The U. S. Department of Housing and Urban Development (HUD) is in the process of issuing a Request for Quotations (RFQ) Number Q2C5ANC0019 in support of the HUD Headquarters, Office of Policy Development and Research (PD&R). This procurement is for a fixed-price contract under the Federal Acquisition Regulations (FAR), Simplified Acquisition Procedures (SAP) not to exceed $100,000, to examine the Section 8 utility schedules. The function of this project is to (1) determine how utility schedules were set at a small sample of PHAs: (2) review and update the old HUD Handbook guidance and assumptions; (3) build a spreadsheet type model that will generate a utility schedule if local rates and heating and cooling degree day data are provided; and (4) test this model for the PHAs studied. The proposed Purchase Order is for the study to be completed within 26 weeks. This solicitation is set aside for small business concerns. The North American Industry Classification System (NAICS) Code is 541990, and the size standard is $5 Million average annual sales for the last three years (See Numbered Note 1).
