Description
The U. S. Department of Housing and Urban Development (HUD) is issuing Request for Quotations (RFQ) Number Q2C5ANC0020 in support of HUD Headquarters, Office of Policy Development and Research (PD&R). This procurement is for a fixed-price contract under the Federal Acquisition Regulations (FAR), Simplified Acquisition Procedures (SAP) (not to exceed $100,000), to evaluate the desirability and feasibility of an expanded role for the mortgage finance system in promoting energy-efficient housing. The scope of energy-efficient housing in this work includes both energy-efficient new housing and energy-efficient modifications to existing housing. The work will describe current market for energy efficient housing technologies and products. Future projections of this market will be made based on demographic and economic factors. The work will describe and evaluate existing programs in the housing finance sector to promote energy-efficient housing. An assessment of the expected future role of the housing finance sector in promoting energy-efficient housing will be made. The work will identify and evaluate possible new approaches for stimulating the adopting of energy-efficient technologies through the residential mortgage finance system. This is a new acquisition. There is neither a current contractor performing this work nor historic data available concerning this procurement. The proposed Purchase Order is for the study to be completed within 52 weeks. This solicitation is set aside for small business concerns. The North American Industry Classification System (NAICS) Code is 541990, and the size standard is $5 Million average annual sales for the last three years (See Numbered Note 1).
