Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a request for quotes. Submit offers to RFQ0239. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-07. This acquisition will be processed under Simplified Acquisition Procedures. This is not a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 334516 and the small business size standard is 500 employees. The National Institute of Allergy and Infectious Diseases requires an Automated Magnetic Cell Separation System to isolate specific sub-population of cells, bacteria, organelles, or virus from large heterogeneous populations. The system must allow for positive selection or depletion of these bio-particles without affecting their function or viability. Separated materials should be able to go directly to culture, sort or analysis, functional study, or transplantation without detaching the beads. The MicroBeads must be coated with a polysaccharide and in a colloidal suspension. The Microbeads are conjugated to monoclonal antibodies, isotype specific antibodies, or other various bio-molecules. The bead-bound particles are to be placed in a column of high-energy rare earth magnet. Biodegradable 50nm MicroBeads coated with a polysaccharide conjugated to monoclonal antibodies directed against human, mouse, or rat, to isotype specific antibodies, to haptens, to fluorochromes, to bio-molecules or to avidin-biotin molecules. Separation time shall be on an order of 3-10 minutes to minimally affect cells or other biomaterials, separation should be effective to near 98 percent and columns shall be reusable for more than 50 times during a 1-2 week period. Isolation shall be automated and regulatable via preprogrammed protocols and volumes to be run shall be widely variable, from less than 250 micro-liters to more than 25 millimeters. The system shall be equipped with an integrated computer that is Y2K compliant. Unlimited training and instructions shall be provided. FOB Point shall be Destination, inside delivery required to Bethesda Md, 20892. This will be a fixed-price contract. The following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Comercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5 Contractor Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.225-3, Buy American Act also applies. The government intends to make a Best Value Buy from responsible offeror whose offer is most advantageous to the government. The award will be based on: (a) price: (b) technical capability of the item meeting the government?s needs: (c) delivery time: (d) warranty information to include period and coverage, shall be stated.
