Description
The U. S. Department of Commerce, National Telecommunication and Information Administration (NTIA) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Georgia Tech Research Institute (GTRI) for software and database engineering services to design and implement an expanded framework for the justice eXtensible Markup Language (XML) Data Element Dictionary. It is essential that the database be compatible with the U.S. Department of Justice (DOJ) Office of Justice Programs (OJP) Justice and Public Safety XML Data Element Dictionary (J/PS XML DED) because the XML is object oriented to law enforcement and NTIA provides technical assistance to OJP and Global Justice Information Network (GLOBAL) activities. The following tasks are incorporated into the statement of work: (1) Technical consulting in XML, data modeling, data structures, data/information integration, sharing, and interoperability. (2) Design, implementation (programming), and testing of (a) XML schemas and instances. (b) Data structures and information representations. (c) Software tools for XML, data sharing, information exchange, data dictionaries, registry/repositories, and Internet-based (on-line) capabilities. (d) Software for data mapping and conversion mechanisms. (e) Other XML or data/information methods and techniques. (3) Presentation of technical results to GLOBAL, OJP, NTIA/ITS, or other organizations as defined by NTIA/ITS. (4) Documentation of methodology and results via technical reports. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE 100K). This synopsis is issued for information only. Based on the market research conducted, GTRI has made advanced progress in the area of design in XML and no competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
