Description

The National Oceanic & Atmospheric Administration, National Ocean Service, Office of International Programs requires a Regional Coordination Plan to strengthen and improve the marine reserve network in the Caribbean. The requirement includes planning, implementation, follow-up and transition. A firm fixed price contract will be awarded to the firm that offers the best value based on an integrated assessment of factors - price, past performance, approach, knowledge of requirement, personnel, and ability to respond rapidly. Responses to this pre-solicitation notice in writing are due 3:00 PM local time July 5, 2002 and offers shall be submitted no later than 3:00 PM local time July 24, 2002 to Mitchell J.
