- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and THERE WILL BE NO WRITTEN REQUEST FOR QUOTATION ISSUED. The solicitation is a Request for Quotations and the number is RFQ R5-02-20-038. This solicitation is a 100% set-aside for small business. Line items is as follows: DEVELOPMENT OF TWO AVIATION TRAINING COURSES; ?CREW RESOURCE MANAGEMENT (CRM)? AND ?HUMAN FACTORS FOR AVIATORS AND OTHER PRESONNEL?. The USDA Forest Service is enhancing its Aviation Safety training by adding the two above foundational courses. The courses must be delivered using Macromedia Authorware and Macromedia Flash over the Internet and on CD-ROM. The vendor must provide the following: 1. A toolset for rapid application development of Macromedia Authorware content which automatically and dynamically places content in a course. Content to be placed includes graphic elements, sound, Flash movies and text. 2. A toolset for rapid application development of Macromedia Flash 5/MX content. This framework must include menu structures, dynamic placement of sound and text from a database. 3. Courses must be able to stream over the web at 28.8bps as a minimum with full sound and video. The Government will provide the necessary technical information regarding the subject matter and make periodic reviews. The place of delivery is USDA Forest Service; Regional Aviation Group; 3735 Neely Way; Mather, CA 95655. The requested delivery time is 60 days after receipt of order, however quoters may offer alternative delivery times. PLEASE PROVIDE PRICING, EXPERIENCE AND PAST PERFORMANCE INFORMATION. ADDITIONALLY, PLEASE RESPOND TO THE EVALUATION CRITERIA THAT FOLLOWS: 1. Experience developing similar training, specifically, experience in developing Aviation Safety training for the USDA Forest Service, experienced in CRM, Human Factors, Aviation training and Aviation Fire Logistics. 2. The ability to turn around three hours of WBT/CBT in less than two months. 3. The ability to take beta masters and digitize them using either Media 100 or DigiBeta equipment.
