Description
R--The Bemidji Area IHS is soliciting for a contractor interested in providing a revenue producing program through state-of-the art systems for the Indian Health Service Hospital located in Cass Lake, Minnesota. The contractor would implement a billing process that substantially lowers billing days, assures maximization of billing and collection efforts to within the medical billing industry standards, development of an improved billing documentation process, implementation of a current Chargemaster to assure proper billing and accounting for all allowable services and supplies, assistance in becoming providers for private insurance plans, education and training of hospital staff (coder, Provider) in proper documentation and coding to assure appropriate payment, and implement the Indian Health Service accounts receivable (A/R) policy. Appropriate billing documents will be established to qualify third party coverage programs in accordance with the Indian Health Service "Right to Recovery? law. All reimbursement amounts will be collected by the Service Unit and the Contractor shall insure proper accounts receivable records in accordance with current accounting principles. All billing documents will be retained at the service unit. Reports of work accomplished, barriers to billing optimization, potential compliance issues, etc. shall be reported to administration by the contractor on a regular basis. The contractor shall work with hospital staff to optimize billing and collections. The goal of the Cass Lake Hospital is to optimize collections by timely billing, collection, posting and follow-up. The offeror must have prior experience in ICD-9 and CPT-4 coding including employment of certified coding staff; billing of outpatient visits and inpatient stays in accordance with IHS ?Rights to Recovery? law; knowledge and ability to interpret the OIG Compliance standards; experience in capturing ?bad debt?; successful experience with process improvement in the restructuring and development of small hospital billing and collection systems; knowledge and experience in use of the RPMS clinical, registration, billing, and A/R systems as well as electronic interfaces; compliance with HIPAA transaction code standards; knowledge of Critical Access Hospitals and reimbursement methodologies; maximization of Medicare and private insurance billing and collection. The contractor must have two (2) years of demonstrated knowledge of the operations and mission of the Indian Health Service, and the contractor must have at least two (2) years of experience working with the IHS Third Party Billing and Accounts Receivable packages, and in aged claims collection experience. The period of performance will be for a 12-month base year, with one additional option years.
