- Description
- The Food and Drug Administration intends to negotiate, on a sole source basis, under authority of FAR 13.106, with The Association of Food Drug Officials AFDO, 2550 Kinsgton Road, Suite 313A, York, Pennsylvania, for the development and implementation of an active surveillance system to tract and report on the adopting of the FDA Food Code by State and Local Agencies and by Tribal Nations of Native Americans. Sole source determination is based on the need for uniformity in the adoption and enforcement of federal and state food, drug, medical devices, cosmetics and product safety laws, rules and regulation. AFDO has standing committees on Food, Retail Food, Meat & Poultry, and Science and Technology that possess nationally recognized leadership and expertise in all areas covered by the FDA Food Code. AFDO has also established accurate and comprehensive baseline information on the number of jurisdictions that have adopted the Food Code and those that are in the process of adopting it. AFDO is uniquely qualified to meet the Government?s requirement. The North American Industry Classification System (NAICS) code for the acquisition is 541990. No solicitation packing will be issued. This notice of intent is not a request for competitive quotations. However, responses received by June 24, 2002, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
