Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dr. Steven Lorentz, Walkersville, Maryland, for technical services regarding the modification, re-qualification and recalibration of the NIST Absolute Radiometer (NISTAR). The purpose of this requirement is to upgrade the spectral instrument for spectral calibrations at the Low Background Infrared Calibration Facility at NIST. The period of performance shall be one year from date of award. Work shall be performed at the NIST Gaithersburg, Maryland site. This is a sole source requirement with Dr. Lorentz because he has been involved in the technical development of the NISTAR instrument and the LBIR Facility from its inception. He developed the new absolute cryogenic radiometer at the facility. His experience with the experimental apparatus and the cryogenic equipment is so vast, it makes him uniquely qualified to complete these tasks. This notice of intent is not a request for competitive quotations, however interested persons may identify their capability to respond to this requirement. The Government shall consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation document is not available. A purchase order shall be awarded using Simplified Acquisition Procedures approximately June 28, 2002. See Note 26.
