Description
Notice is hereby provided of the Government requirement to procure all supervision, labor, materials, and equipment required to remove and reconstruct approximately 15,000 square feet of existing blacktop roadway and surface approximately 30,000 square feet of existing blacktop roadway/parking lot area at the U.S. Border Station in Champlain, NY. Reconstruction shall consist of boxing out the area to accept ten (10) inches of crusher run base, three (3) inches of blacktop binder and one and one half (1 1/2) inches of finish coat. The resurface shall consist of one and one-half (1 1/2) inches of finish blacktop top coat. Contractor shall maintain the existing grades to the existing roadway, ditches and storm drains. The approximate duration of the contract is 90 days after notice to proceed. This procurement is 100% set-aside for small business concerns. The magnitude of this construction project is estimated between $100,000 and $250,000. The North American Industry Classification System (NAICS) code is 235710 and the small business size standard for this project is $12 million. A bid guarantee is also required. Performance and payment bonds will be required following award pursuant to the Miller Act. The tentative solicitation release date is June 19, 2002. All responsible sources may submit a bid which will be considered by the agency. GSA is issuing this solicitation in hard copy and electronically. This solicitation incorporates documents which are not available electronically on the Government Port of Entry (GPE). Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation file. The solicitation, amendments to the solicitation, specifications and drawings will be available through a secured Internet site or in hard copy. Interested parties shall send all requests to access the secured Internet site and requests for the solicitation to the attention of Joan Koeppe at the e-mail or mailing addresses shown in this presolicitation notice. Contractors are requested to provide a street address, telephone number, business license or other documentation granted by the state or local jurisdiction to conduct business, valid DUNS number, valid IRS Tax ID Number and e-mail address. Contractors will also be required to sign a Document Security Notice which is available as a separate document under this announcement. Once the request for the solicitation has been accepted, one e-mail will be sent to the e-mail address provided. The e-mail will provide instructions for entry into the secured Internet site and access to the solicitation. Contractors should request e-mail notification from FedBizOpps in order to remain apprised of solicitation availability. See Note 1.
