- NA The Omaha District, Corps of Engineers intends to award a purchase order on a sole source basis, to extend the primary power line to a construction site at Fort Peck, Montana. The construction site will house the upcoming construction of a new fish hatche ry and pump house. The existing substation does not have transformer capacity to provide the needed power to the site. The purchase order will be awarded on a sole source basis to Valley Electric Cooperative, Inc., the local utility company providing pow er service to the area. This award will be made pursuant to Federal Acquisition Regulation 6.302-1(b)(3), authorizing award on a sole source based on the theory that there is only one responsible utility source to satisfy agency requirements.
