Description
NA The U.S. Army Aviation and Missile Command (AMCOM) is seeking sources and request information related to the development and production of a Forward Cabin Crew Seats for the CH-47D Helicopter. The crew chief of a CH47-D is presently unable to be properly seated during flight operations to clear the aircraft as required during flight. The production of a forward cabin crashworthy crew seats for the CH-47D aircraft will provide the crew chief improved survivability and visibility during flight operations. The contractor shall fabricate a forward cabin crashworthy seat for installation on the right hand side of the CH-47D aircraft at Station 120, with vertical loads to be reacted through the aircraft floor, with no degradation of required safety factors. In stallation and removal of the seat assembly shall not require the use or purchase of special tools. The contractor shall provide written instructions in format of contractor's choice detailing all steps required to install the interface structure and seat . The seat assembly shall have a service life of 15 years, with the exception of cloth components and harness assemblies. The contractor shall provide: (a) on-site technical assistance during installation and form/fit/function test, [The contractor sha ll participate in one (1) form, fit, and function evaluation and perform a Seat and Interface Kit Structural Analysis that will show the system to be structurally acceptable to specific static G levels. MIL-S-85510 can be used as a guide. General guidanc e is 8G Forward/8G Lateral/8G Down.], and (b) initial provisioning of production seat assemblies for the CH-47D aircraft. The provisioning data shall identify those parts most likely to fail in normal use and provide a list of parts recommended for stock age. The provisioning data shall also identify any repair tools required, and document the replacement procedures for straps, seat fabric, and buckles if applicable. The forward cabin crashworthy seat assembly will be defined as: (a) An A-kit consisting of permanent installations/modifications to the aircraft, (b) A B-kit consisting of components which have been engineered to be installed or removed in a short amoun t of time as the mission dictates, (c) An installation and inventory manual for the complete system. The contractor shall provide a manual for each kit. As a minimum, the manual will have separate sections for the A-kit and B-kit and will include: (a) Installation instructions that include component placement information in each aircraft, (b) An inventory listing with pictures referencing part numbers and quantities included in each kit, (c) Maintenance instructions for both the life preservation of components and any maintenance procedures required resulting from the installation or removal of the A-kit. The contractor shall supply all fittings and interface structure required to attach the seat to the aircraft. Aircraft Interface components will account for known static loading conditions. A maximum commonality of parts is desired. Seat assemblies will be required to be interchangeable. The contractor shall consider minimization of different parts in an individual kit, interchangeability of com ponents, ease of installation and minimization of individual component weight. Components within the kit susceptible to breakage, wear or loss shall have spare parts or the means to repair the deficiency within the kit. The system shall incorporate commo n, commercially available, inexpensively reproduced or acquired components as much as possible to permit economical repair in the event of failure of damage. The seat assembly shall not interfere with pilot, crew or passenger duties or operations. A and B Kits should not interfere with ingress nor egress. A method for stowing the seat pan flush to the seat back is required. The capability to remove and install the seat by a crewman in normal mission flight gear (gloved hand), without too ls, is required. Seat swiveling/not swiveling is acceptable. Headrest should accommodate helmet. Seat should accommodate back and butt packs. Seat should meet appropriate environmental requirements. No additional information is expected to be availabl e during the 30-day Sources sought/Request For Information period. Interested/qualified business sources that can provide the requirements in accordance with the description above are invited to submit information to include, a brief descriptive of their company?s history, corporate capability with data to substantiate qu alifications, a list of examples demonstrating market competence, rough order magnitude (ROM) cost and availability data, manufacturing and delivery capabilities, and/or other market related information. Data provided to substantiate qualifications should include information on current products meeting the characteristics stated in this announcement and availability of products to meet this requirement. This Sources Sought/Request For Information is for planning purposes only, and shall not be construed as a Request For Proposal (RFP) or as an obligation on the part of the U.S. Government to acquire any follow-on acquisitions. The Government will not awa rd a contract on the basis of this Sources Sought/Request For Information or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of respon ses to this Sources Sought/Request For Information and the Government use of this information.
