- Noun: Cable Assy, Special Purpose; NSN 6150-00-111-4099; P/N 9678M39P01; Application: TF39 Engine. Form/Fit/Function: The electric harness provides interconnecting low voltage wiring between the engine controls and accessories and the aircraft. It connects the fan tachometer lead, and the ignition exciter to the main electrical connection of the engine. Size/Dimension: 9ft length by ? inch connectors. Predominant Material of Manufacture: The harness has flexible braided leads with Teflon insulated conductors, an inner glass braid and outer stainless braided sheath. Aircraft Engine Qualification Requirements: Sources must be qualified prior to being considered for award. This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Destination: FB2039. Delivery: Sep 02. The approximate issue date of the solicitation will be 15 May 02. The approximate response date of the solicitation will be 31 May 02. The anticipated award date will be 14 Jun 02. Written and electronic procedures will be used for this solicitation. No telephone requests. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
