Description
DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with IOWA State University for the services of quantum chemistry and kinetics modeling results for determining the initiation of pyrophoric combustion of silane (SiH4) in air, and (2) to transfer associated technology to NIST. The contractor must have expertise in the following areas, as demonstrated by technical publications: multireference ab initio theory, electronic structure of silane and its derivatives, spin-orbit coupling, conical intersections. Contractor must have sufficient computational resources to do the appropriate calculations. Prof. Mark Gordon and his research group at Iowa State University have the unique qualifications and expertise. The Government anticipates the award of a firm-fixed price purchase order on or about June 19, 2002. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the government will consider all capability statements received by June 17, 2001. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Quotation (RFQ) package is not available.
