- PRE-SOLICITATION NOTICE - TO ALERT CONTRACTORS OF A FORTHCOMING SOLICITATION FOR REPLACE HOISTS IN BUILDINGS 15720, 15813, & 01595 AT THE NAVAL AIR WEAPONS STATION, CHINA LAKE, CA. THIS SOLICITATION IS UNRESTRICTED This is the Pre-Solicitation Notice for a firm fixed price contract to Replace Hoists in Buildings 15720, 15813, & 01595. Under the Base Bid, the Contractor will be required to replace components on three (3) existing cranes. Work includes replacing hoist, trolley, gantry drive motors, and crane controls on an existing electric gantry crane, and replacing bridge drive assembly, trolley/hoist assembly, and hoses on two existing pneumatic bridge cranes. An additive bid item will include replacement of a bridge drive assembly, trolley/hoist assembly, and hoses on one additional existing pneumatic bridge crane. All work must be conducted in compliance with all federal, state and local ordinances. Performance is at the Naval Air Weapons Station, China Lake, California. The NAICS Code is 235990. The related small business size standard is $12.0 Million. The cost range for the base bid is between $100,000.00 and $250,000.00. The solicitation will be available on or about 3 July 2002. Potential bidders should download this solicitation (IFB N68711-02-B-2504) over the Internet at http://esol.navfac.navy.mil as an Electronic Bid Solicitation (EBS). No paper copies will be available. EBS solicitation packages may be acquired by registration and downloaded at the Internet EBS Web Site. All prospective bidders must register as plan holders on the EBS Web Site for this project. Plan Centers are also required to register. Plan holders lists will not be mailed or faxed and will only be available at the EBS Web Site. The Official Plan Holders list will be maintained on and can be printed from the EBS Web Site. All requests on the Web Site must include (1) complete solicitation number and project title and (2) company name, point of contact, address, phone number, and e-mail address of the registering company. Each company must also identify whether the firm is a small business, small disadvantaged business, or large business and if the firm is a woman-owned business. To be eligible for award, Contractors shall be registered on the Central Contractor Registration (CCR) at http://www.ccr.dlsc.dla.mil.
