Description
NA The Government intends to solicit, on a restricted bases in accordance with 10 U.S.C. 2304(c)(6), a twenty-seven month Cost Plus Fixed Fee effort to design and develop hardware and software for 40 Engineering Development Models (EDMs) of the Secure Gateway (SEGATE)/Trusted Filter with an option for an additional 40 EDMs. The Government will also acquire support services for integration and testing, and a Technical Data Package (TDP). The SEGATE/Trusted Filter is a low cost security system designed to enab le networks operating at different security levels to communicate. As part of this acquisition, there is a requirement to develop a Security Threat analysis and perform/support required testing of the SEGATE/Trusted Filter. The Government will require lar ge business Offerors to submit a Small and Small Disadvantaged Business Subcontracting Plan, which will be negotiated and made part of the awarded contracts. Both Large and Small Business Offerors will be required to submit a Small Business Participation P lan. Additionally, the proposed contract will include FAR 52.244-5, Competition in Subcontracting. This clause requires contractors to select subcontractors and suppliers on a competitive basis to the maximum extent possible, consistent with contract requ irements.
