Description

NA The Integrated Aviation Systems 21 Working Group (IAS21WG) intends to acquire on an other than full and open competitive basis, under the authority of FAR 6.302-1, color camera upgrades to three Government owned Wescam Model 20TS-AATD Tri-Sensor surveillan ce Cameras. The modifications/upgrades include incorporation of Sony DXC-390 split head color cameras and modification of the remote control interface to allow enhanced operator/remote control capabilities, which include those listed below. Each system w ill be acceptance tested to verify performance. An Interface Control Document (ICD) reflecting the remote interface will be required to be delivered. Gain [Automatic Gain Control (AGC)/step/ISO] Shutter [off/long exposure/step/computer scan/charge coupled device (CCD)-IRIS] Automatic Exposure (AE) window [large/medium/spot] Field/Frame [field/frame] White Balance [auto/manual/Auto Tracing White (ATW) balance Linear Matrix [on/off] Monitor Pedestal [-99 to +99] Detail [-99 to +99] Gamma [on/off] Knee [1/2] A fixed price contract utilizing FAR Part 12 procedures with an estimated award date of 1 Jul 2002 is anticipated. The intended source is Wescam, Inc., Ontario, Canada. Wescam is the original equipment manufacturer of the Model 20TS systems and the Gover nment does not possess and cannot furnish the technical data package required to modify the existing equipment systems necessary to permit full and open competition. There will be no solicitation issued as we intend to negotiate a contract utilizing Alpha contracting procedures. This notice is not a request for proposals, however, all responsible sources may submit a proposal or quotation which will be considered by t his Agency. Proposals submitted in response to this notice are due not later than 19 Jun 2002, 2:00pm EST. Proposals shall be submitted to the Aviation Applied Technology Directorate, Attn: AMSAM-RD-AA-C (Laurie Pierce), 401 Lee Blvd., Fort Eustis, VA 2 3604-5577.
