- This is a combined synopsis-solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F41622-02-Q-0004, is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. The associated NAICS for this procurement is 314999. The Government intends to negotiate a sole sources acquisition for six Primate Cage and ten Feeders from Lab Products Inc. Each Primate Cage includes a stainless steel 2 cage primate unit modified to have solid sheet sides between two cages, unit to be equipped with stainless steel automatic watering system and removable real flush pans . Requirements are for FOB destination to 2404 Sidney Brooks, Bldg 167, Brooks AFB, TX 78235, NLT 17 Jun 02. Offerors shall provide a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. Offerers shall address all the requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government?s specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror?s taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis-solicitation to the responsible offeror whose offer conforming to this combined synopsis-solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: (1) technical capability of the items offered to meet the Government requirements; and (2) price. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; and 52.212-4, Contract Terms and Conditions-Commercial Items. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (11), (12), (13), (14), (15) and (17).
