Description
BWXT Y-12, L.L.C. Occupational Health Business Operations System. CONTACT: BWXT Y-12, L.L.C. Y-12 Complex/Bear Creek Road P.O. Box 2009 Oak Ridge, Tennessee 37831 Attention: Joseph M. Holbrook Phone: 865-576-1396 The BWXT Y-12, L.L.C. Occupational Health Services is soliciting information from industry on the existence of a computer application that meets the requirements of a comprehensive occupational health business operations system. The purpose of this Request for Information (RFI) and potential sources is to determine the availability of computer applications with the potential to meet all of the stated objectives, current industry experience and capabilities, and the current industry base of potential qualified vendors to support the possibility of a full and open competition to satisfy the objectives identified herein. BWXT Y-12, L.L.C. intends to use the provided information to aid in defining an acquisition strategy and budgeting assumptions. Objectives: The computer application must meet the following criteria: - An enterprise based solution with a WEB based user interface and be Microsoft Internet Explorer Version 6.0 (or higher) compliant - Have the capability to encompass a full electronic medical record, including the scanning and storage of medical images, automated clinical coding operations - Have the capacity to store and retrieve large amounts of data including streaming audio and video - Must be compliant with all government regulatory requirements including the Health Insurance Portability and Accountability Act (HIPAA) - Interoperability with existing and evolving business and database systems, specifically the Human Resource Module of SAP is essential - Must have the capability to incorporate and validate medical data from legacy ODBC compliant databases - The ability to integrate common health care administration functions; provides the framework to structure Case Management and automate decision analysis - Have the capability to interface electronically with standard medical laboratory equipment and various commercial off the shelf applications including voice recognition and electronic prescription / drug interactions - Have the capability to send automated electronic mail notifications and reports - User account management must meet DOE/NNSA requirements and have the ability to integrate with an externally maintained BWXT Y-12, L.L.C. user account management system Response content: Any written response to this RFI shall be limited to no more than ten (10) pages. If the material provided contains proprietary information, please mark and identify disposition instructions (submitted data will not be returned). The response should include, but not be limited to, the following: a) A one page company history description to include: major products, primary customer base, and points of contacts and their telephone numbers, that are able to discuss the material submitted. b) A description of the company's past experience and performance at producing computer applications similar to that outlined above. c) A description of the computer application, computer languages that were used to develop the application; relational database used to store data and other pertinent information related to the software interface such as a data model and data dictionary. d) A description of the preferred computer hardware (desktops and servers) and network communications required to support the application. e) A description of technical requirements necessary to install and maintain the application (include an estimated amount of time required for the installation and routine maintenance). f) A budgetary estimate (initial and recurring licensing costs) based on the support of 32 concurrent users, as well as any other significant costs. g) Training requirements from a user perspective and the availability of online support and documentation. h) The vendor requirements for user requested modifications to the application (include associated budgetary costs). i) Other technical information the company deems necessary to aid BWXT Y-12, L.L.C. in making an informed assessment. Submission Information: It is BWXT Y-12, L.L.C. intention to review the data and possibly schedule a briefing with some of the submitters to gain further market insight to industry capabilities. There is no commitment by BWXT Y-12, L.L.C. to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties in support of the effort mentioned above.
