Description
The Center for Russian Leadership Development (the Center) at the Library of Congress manages the Open World Program (formerly the Russian Leadership Program) as authorized by P. L. 106-31; P. L. 106-113: and P. L. 106-554. The Center is committed to extending and enriching communication and professional development among and between its alumni and U.S. hosts and partners. The Center seeks to maximize coordination of alumni activities with the alumni in the Russian Federation who may have participated in other U. S. government and private exchange programs. In view of the breadth of locations in which Open World alumni live and work, the Center is keenly committed to alumni activities that enable all alumni the opportunity to participate in at least one activity per year. The contractor shall evidence the ability to conduct a varied and widely-disbursed number of both in-person and virtual activities and communication. The Contractor shall provide expert and consultant services to the Center (and its partner the Library of Congress) in planning and implementing a two-year alumni development effort consisting of three (3) lots. Lot 1 - Dual Language Website, Lot 2 - Public Relations Support in both Russia and the U.S. and; Lot 3 - Alumni Activities. Services shall include the following tasks: Manage transfer of database of current Open World alumni from 1999 - 2001 (estimated 4,000 records with multiple fields in Access); establish immediate telephone, mail, and e-mail contact with alumni (both in English and Russian) in concert with the Center to brief alumni about the new Center's 2002 program, update database on current activities and interests; publish Russian language alumni bulletin in electronic form 4 times per year with limited distribution in hard copy in English; contribute timely information about alumni activities to the Open World website; develop a year-long calendar of diverse and de-centralized alumni activities and information opportunities; identify and publicize funds and opportunities within other appropriate organizations in Russia for Open World alumni; identify opportunities to publicize significant Open World alumni achievement; and plan and execute a number of regional seminars, roundtables, and mini-conferences.
