- Description
- NASA/SSC plans to issue a Request for Offer (RFO) for a low-pressure, vacuum-jacketed pipe system for liquid hydrogen service. The work to be performed under this procurement consists of providing the design, fabrication, inspection, testing, cleaning, packaging, shipment and delivery of the low-pressure, vacuum-jacketed piping system for liquid hydrogen service. Final assembly of the vacuum jacketed piping shall be performed by others at the NASA/SSC E-1 Test Facility. All necessary hardware for assembly of the piping system, including fasteners, bolts, nuts, gaskets, seals and all other hardware required for the complete assembly of the piping. Complete specifications shall be included in the RFO. The period of performance for this procurement is 130 days desired and 150 days required. Failure by the offeror to submit an offer not conforming to the aforementioned Period of Performance shall render the offer non-responsive, and the offer shall subsequently be rejected. There shall be no hard copies of the solicitation, technical specification, or drawings. All of the aforementioned information with respect to this acquisition will only be available electronically at the following address: http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=64 . This acquisition is 100% set aside for small business. The NAICS Code and Size Standard are 331210 and 1,000 respectively. The DPAS Rating for this procurement is D0-C9. The Government intends to acquire this commercial item in accordance with FAR Part 12. The Government reserves the exclusive right to award to other than low offer on this "Best Value" procurement. The evaluation factors for this procurement are as follows: 35% Technical Compliance/Expertise, 20% Past Performance, 20% Schedule and 25% Cost. Past Performance and technical compliance/expertise when combined are more important than cost. FOB is destination. The anticipated release date of this RFO is on or about June 5, 2002, with responses due NLT 3:00PM CST, July 1, 2002. All questions with respect to this acquisition shall be submitted in writing to this office not later than June 19, 2002. NASA/SSC Technical Standard applicable to this procurement shall be accessed at http://www.ssc.nasa.gov/ssc-ts.html . An Ombudsman has been appointed. See NASA Specific Note "B".
