Description
NA This procurement is for a solicitation whereby the Government intends to utilize the TWO STEP SEALED BID (in accordance with FAR 14.5) method for a firm fixed priced construction contract for the Multi-Purpose Digital Training Range at Ft. Knox, Kentucky. The construction will include clearing and grubbing, temporary seeding, and construction of wetland mitigation area. The construction of the range area will include several miles of tank trail roads and service roads, 12 defensive firing positions, targe t emplacements with earth berms and timber retaining walls, track systems with target storage areas for 6 moving armor target systems to be furnished and installed by others, siting for 57 precast concrete stationary armor targets (2 double emplacements), 149 precast concrete stationary infantry targets, and 7 moving infantry target systems. The roads and parking areas are to be of crushed rock. Drainage course crossings are to be corrugated steel pipe culverts. Site grading for drainage and line of sigh t requirements will be included. The support facilities include a Control/After-Action Review Building with Digital Communication, two (2) latrines, ammunition loading dock, ammunition breakdown building, nine (9) tent pads with framed tents, covered mess , vehicle holding and maintenance area, vehicle staging and parking areas, walkways, primary power, secondary power, data distribution, service roads, limit markers, and site improvements. Supporting facilities to be constructed outside the range complex perimeter consist of water distribution system, telephone and fiber distribution systems, and improvements to 191st Tank Battalion Road which involves rock excavation. Power will be provided by connection to an existing distribution line with service to t he site. Requirements for the technical proposal are as follows: STEP ONE (1) Experience (2) Past Performance (3) Project Management Plan and (4) Key Personnel. STEP TWO of the solicitation is a request for price only and shall be issued only to those o fferors submitting acceptable technical proposals in STEP ONE. STEP ONE of the project will be available on approximately 17 June 2002 and will have an approximate 30-day bid period. It will be available for viewing and/or downloading from the Louisville District Home Page at http://www.lrl.usace.army.mil/ebs. Interested offerors MUST register as a plan holder at this site to receive any future amendments pertaining to this project. STEP TWO bidders who qualify under STEP ONE will receive a CD containin g complete plans and specifications necessary to submit a priced bid. Project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Reader. Both readers are contained in the solicitation package. Minimum system requirements are: 486- based personal computer, Microsoft Windows 3.1 or greater, 8 MB application RAM, 4 MB hard disk space, and compact disk drive. FTP access is through ftp://www.lrl.usace.army.mil/advertisements/. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database prior to award of a contract. Information on registration a nd annual confirmation requirements may be obtained via the Internet at http://www.ccr.gov. Lack of registration in the CCR database will make a bidder ineligible for award. The estimated value is between $25,000,000.00 and $100,000,000.00.
