Description
NA PEO IEW&S, PM NVRISTA, Fort Belvoir, VA is issuing a 12 month Broad Agency Announcement (BAA) to solicit research proposals for potential solutions to the requirement of a lightweight target location device for the light forces using modifications to curre nt products to the maximum extent possible for a planned production start in the FY04/FY05 timeframe. No currently available system meets all requirements for a Dismounted Optic Operational Requirements Document (ORD). Projected Army requirements are for u p to 1200 systems. A single dismounted soldier will operate the Dismounted Optic. The device determines range, azimuth, and vertical angle to a target during both day and night operations. A stand-alone global positioning system (GPS) device will provid e self-location data. The Dismounted Optic combines targeting data with GPS device information to determine complete, and automated, targeting data for fire requests. This data will then be used to call for and adjust fire with limited keystrokes on both the Dismounted Optic and hand-held digital devices. During power loss, the device will continue to function as standard binoculars. The mission of the Dismounted Optic is to provide accurate targeting data to provide effective fires with artillery and m ortars. The Contracting Officer is Mr. Arnold Rappaport, U.S. Army CECOM, ATTN: AMSEL-AC-CC-RT-L (RAP), Bldg. 1208 West, Fort Monmouth, NJ 07703-5008; 732.532.3428, E-mail: Arnold.Rappaport@mail1.monmouth.army.mil. The Contracting Point of Contact is Mr. R obert Grasso, U.S. Army CECOM, ATTN: AMSEL-AC-CC-RT-L (GRA), Bldg. 1208 West, Fort Monmouth, NJ 07703-5008; 732.427.1320, E-mail: Robert.Grasso@mail1.monmouth.army.mil. Upon accessing this webpage, click on CECOM Business Opportunities; you may access potential CECOM Business Opportunities by registering for a use r ID and password. All proposal submissions for this planned solicitation will be through the IBOP. The BAA will be found by accessing the Army Contracting Activity drop down menu, selecting CECOM and then searching for DAAB07-02-R-L241, once it is posted. The Offeror shall demonstrate a thorough understanding of the technical requirements and shall demonstrate the ability to meet the Dismounted Optic performance specification, cost objectives and schedule requirements in order to be considered for award. The proposals will be evaluated to determine if the technical information and analysis are adequate to support an offerors proposed work effort and technical approach.
