Description
Potential Small Business Administration (SBA) registered 8(a) sources are sought to manage and operate the Postal Service Center for dormitory residents at Travis AFB, CA. Service requirements include acting in the capacity of, or similar to, a United States Postal Service (USPS) sub-station. This will serve as the customer service focal point for dormitory residents and temporarily assigned personnel. The contractor shall provide personnel, equipment, transportation, and supplies to receive, process, distribute and direct regular and accountable mail from the USPS and various small package delivery services (i.e., FEDEX, UPS, etc). The contractor shall maintain postage meters and stamps, secure packages that have not yet been delivered, maintain various files, manage mail receptacles, and provide quality customer service. The delivery workload consists of 1,500 individual mailboxes, with approximately 1,200 consistently in use. These boxes are located at the postal service center and among the twenty-one cluster boxes throughout the dormitories. The contract will be awarded for the basic period of one year with four option years. The NAICS Code is 491110. Potential bidders must be registered in the Central Contractor Registration (CCR) system in order to transact business with the government. All respondents must include their business size and previous experience in postal services. This is not a solicitation; it is for planning purposes only. Request response no later than 20 June 02. Do you have sufficient scales to weigh large and small packages with USPS and other applicable small parcel company postage, weight, special service and zip code functions? If yes, please explain. 2. Are you affiliated with any small parcel companies, i.e., FedEx, UPS, or RPS? If yes, please explain. 3. Do you have network accounts with any small parcel companies to ensure pick-up/delivery and/or tracer action, i.e., Power Ship, Arrival, etc.? If yes, please explain. 4. Do you have the ability to accept all mail, including USPS and applicable small parcel company?s, from dormitory and general delivery customers? If yes, please explain. 5. Do you have items necessary to maintain an inventory of stamps for purchase by customers? If yes, please explain. 6. Do you the have means to perform mail pick-up and delivery to the USPS on a daily basis? If yes, please explain. 7. Do you have a fax machine and supplies for fax services? If yes, please explain. 8. Do you meet the postal requirements listed in the Domestic Mail Manual and International Mail Manual? 9. Do you have back-up provisions or a contingency plan in place in case of an emergency, i.e., power outages, employee strike, etc? If yes, please explain. 10. Do you have a quality control plan? If yes, please explain.
