- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. The North American Industry Classification System (NAICS) code for this acquisition is 339111 and the small business size standard is 500 employees. This acquisition has not been set aside for small business concerns, however. The Government intends to negotiate a sole source purchase order with Idaho Technology, Inc., Salt Lake City, Utah. The purchase order will require the refurbishment of nineteen (19) Idaho Technology-manufactured, Ruggedized Advanced Pathogen Identification Devices (RAPID) to include hybridization probe filter hardware and software improvements. These devices will be delivered at Government expense to the contractor. The contractor shall return the refurbished devices FOB Destination to the Air Force Institute for Environment, Safety and Occupational Health Risk Analysis (AFIERA), Brooks AFB, San Antonio, Texas within two (2) weeks of the contractor's receipt of the devices. Each Offeror shall provide with its offer a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. Each Offeror shall address all requirements in this combined synopsis/solicitation and shall provide clear evidence of its understanding and the ability and willingness to comply with the Government's specifications of need. Failure to address a specification/requirement will be construed by the Government as an inability to meet the need or the Offeror's taking exception to it. The Government anticipates awarding one order to the responsible Offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government's requirements and (2) price. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with FAR Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors - Commercial Items; and 52.212-4, Contract Terms and Conditions - Commercial Items. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition, including subparagraphs (11), (12), (13), (14), (15), and (16).
