- Description
- The Air Armament Center, Precision Strike SPO, Contracts Office, Eglin AFB FL, intends to issue a sole source contract to National Forge Company Holdings, Inc., a small business, located at 1 Front Street, Irvine, Pennsylvania 16329. This sole source contract will be for two BLU-113 empty warhead cases not meeting the requirements of NSN 1325-01-394-1858: one warhead case with an over high position tolerance arming well, and the second warhead case with lughole exceptions. These empty warhead cases will be made into the telemetry test warhead configuration, including the addition of an arming well conduit linking to the modified fuze liner. Additionally, the government will provide one BLU-113 empty cases NSN 1325-01-394-1858 to modify into the telemetry test warhead configuration with the arming well conduit linking to the modified fuze liner. The telemetry test warhead configuration design and data is considered proprietary to National Forge Company Holdings, Inc. Shipping containers will be Government Furnished Equipment (GFE). Required warhead need date is July 2002. Based on the supplies already in inventory as a result of a previous government contract and no other known sources for the BLU-113 warheads, award to National Forge Company Holdings, Inc. is in the Government?s best interest. This synopsis is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements listed in this synopsis may submit in writing complete information describing their ability to provide telemetry capable BLU-113 empty test warhead cases as specified. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. See notes 22 and 26. An Ombudsman has been appointed to hear concerns from offerors or potential offerors for this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager previously identified.
