Description
PLEASE NOTE THAT THE ADDRESS GIVEN ABOVE IS INCORRECT. The National Eye Institute of the National Institutes of Health intends to negotiate with the World Health Organization, Geneva, Switzerland for a three-year continuation of a contract to maintain and coordinate research and training activities in relation to the prevnetion of blindness and the utilization of eye cre services in developing countries. The work to be performed is as follows: The contractor shall maintain an established coordination module for research activities, prepare and refine research protocols, and obtain required clearances of research protocols with relevant national authorities. Development of study methods and protocols shall be carried out jointly with the staff of the National Eye Institute. The ophthalmologist and staff of the coordination module will participate in the planning and implementation of fieldwork needed for the completion of project tasks. Task 1: To evaluate selected national blindness prevention programs with regard to cost-effectiveness and outcome. This task shall include a detailed evaluation of blindness status and the current impact of national programs for the prevention of blindness in six regions. Candidate countries are: Kenya or Malawi (AFR); Russia (EUR); Brazil (AMR); India (SEAR); Egypt (EMR); China (WPR). In each country, the evaluation shall analyze available resources and program achievements in terms of prevention of blindness activities and products/services, as well as program outcomes in terms of blindness status, coverage of services, quality of services, and patient satisfaction. Task 2: To assess the magnitude and type of refractory anomalies in children in different ethnic/cultural settings; to make operational the correction of refractory anomalies in school children, considering resources commonly found in respective country health services; and to conduct further specialized analyses of refractive error utilizing data obtained from the previous Refractive Error Studies in Children (RESC). RESC surveys will be conducted in three different regions, to complement those already completed. The following regions should be considered: Eastern Europe; South-East Asia; Western Pacific. In each study site, the already developed and approved RESC protocol(as published in the American Journal of Ophthalmology) will be utilized. Consideration shall also be given to developing eye-care strategies so that refractive error and associated visual impairment could be corrected in a cost-effective manner. It is important that locally available health personnel become involved in the identification of refractory anomalies in need of correction and provide access to affordable spectacles. Task 3: To provide technical assistance and guidelines for the implementation of prevention of blindness research, interventions, and monitoring/evaluation of eye care delivery outcomes. This task shall comprise the following activities: (i) Convening a Global Research Policy and Planning Meeting, attended by experts and representatives of Member countries to develop a broad-based plan of action for technology transfer and capacity building in developing countries. (ii)Development of preferred practice guidelines for the diagnosis, treatment, and follow-up of patients with diseases now emerging in developing countries, such as diabetic retinopathy, ROP, and ARMD. (iii)Review and revision of vision impairment definitions (contained in the ICD-10) and the development of accompanying evaluation proformas for the identification of intervention costs using set criteria. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authorization of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considerd solely for the purpose of determining whether to conduct a competitive procurement. Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
