Description
Synopsis for Fed Biz Ops Tower Construction Kit. In the absence of other qualified sources, it is the intent of the National Oceanic and Atmospheric Administration (NOAA)/National Weather Service (NWS) to acquire a tower construction kit to reconstitute a NEXRAD radar site from Valmont-Microflect, 3575 25th Street, SE, Salem, OR 97302-1123. The WSR-88D Radar Operations Center (ROC) has management responsibility for the tri-agency network of NEXRAD radars located throughout the United States and at select overseas locations. The NEXRAD program currently has no replacement tower parts in its inventory to support reconstitution of a damaged or destroyed radar tower. The purpose of this procurement action is to acquire the tower components necessary to completely and expeditiously reconstitute an entire 30-meter tower or any portion thereof destroyed by an unforeseeable catastrophic event. Component materials are defined as all parts, fasteners, ladders, platforms, wave guide bridges, decking, radome rings, stairs, and major and minor components necessary to assemble one complete tower in any configuration from 5 meters to 30 meters or restore specific subsections thereof. This requirement qualifies as a sole source because the government does not own any of the necessary manufacturing data associated with the WSR-88D Tower. This limits the government's ability to adequately specify the design of compatible components to another contractor. Valmont-Microflect, the original equipment manufacturer, is the only source that possesses the necessary technical information to meet the requirements for specification compatibility and structural integrity for integration of materials into the existing NEXRAD tower configurations currently in the tower network. This acquisition is for a commercial item. Interested concerns must submit a written qualification statement that clearly establishes the firm's capability to meet the above requirements. This qualification statement shall be submitted to the individual and office cited above within 15 days from the date this synopsis is posted on the Internet. This is not a formal solicitation.
