Description
The Library of Congress/FEDLINK intends to negotiate a sole source IDIQ contract with ProQuest Information and Learning (UM) to continue to provide their ProQuest database services for the FEDLINK Program for FY03. The proposed contract is for one year. ProQuest is a global leader in collecting, organizing and distributing value-added information to federal libraries. ProQuest has agreements with more than 8,000 publishers worldwide in order to provide electronic access to information from periodicals, newspapers, out-of-print books, dissertations, and scholarly collections in various formats including CD-ROM and Web-based information services in the humanities and social sciences. ProQuest has more than 1.5 million doctoral dissertations and master's theses from the United States, Canada and the Pacific Rim as well as complete back runs of The New York Times, The Wall Street Journal, and other leading newspapers in full image. This is a notice of intent and not a request for competitive proposals or bids. No telephone calls regarding this notice will be accepted. Written responses shall include prices and technical data sufficient to determine capability. No award will be based on any offer or proposal received in response to this notice. (See Note 22). A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
