- NA SPECIFICATION CHANGE STATEMENT OF WORK May 14, 2002 1. The Army Corps of Engineers, Program Manager, Prime Power Loan Program has need of 2 each, 20-ft, dual axle, extendable, container trailers and 4 each, single axle, converter dollies. Synopsis and Solicitation: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitati on will not be issued. The solicitation number is DACW72-02-T-0021, which is a request for quotation (RFQ). The Clins are as follow: Clin 0001 Container Trailer Specifications: New Estimated Cost For 2 each: $________ (a) Nominal 20-ft, sliding-tandem, container chassis, commercial over-the-road. (b) Trailer weight light - not to exceed 6,800 lbs (c) Chassis extendable to additional 48 inches of length. (d) King pin height will be 48 inches (e) Ground level to twist-lock/container secured position height - nominal 53 inches (f) Axle track will not exceed 71-1/2 inches (g) Wheels and tires - 8.25 X 22.5 disc wheels, 295/75R 22.5 tires (h) Rear air brake system for converter dolly use. (i) Pintle hook supplied with a rating to pull 59,000 lb payload or greater. (j) Rated load over the road - nominal 40,000 lbs payload (k) Rated load off-road - nominal 59,000 lbs payload (l) Axle and suspension - Meritor 5 inch, round, axles with Hutchens suspension to match existing equipment. (m) 2 each, front tie-downs, and 2 each, rear tie downs, rated at 100,000 lbs each. (n) 2 each, curb-side tie-downs and 2 each, traffic-side tie downs, rated at 50,000 lbs each. (o) Vendor will supply certification that applied tie downs and lift points meet or exceed these specifications. (p) Paint to Green - Olive Drab to match color chart 595. (q) Place a center of gravity data plate on the trailer chassis at the CG to show end-to-end balance point (not extended). (r) Delivery: FOB Fort Belvoir, VA Clin 0002 Converter Dolly Specifications: New Estimated Cost of 4 each: $_________ (a) Single axle, 22,500 lb or greater payload rating (b) Dolly weight - not to exceed 3,000 lbs (c) Self-contained braking system with ABS warning lamp (d) Chassis - length will not exceed 130 inches. (e) Adjustable jack leg - 15 inch travel or greater (f) Draw bar height - standard, 34 inches (g) Pull capacity rating - 80,000 lbs or greater (h) Axle track - not to exceed 71-1/2 inches (i) Axle - Meritor, 5 inch, round, axle with Hutchens suspension to match existing equipment. (j) Wheels and tires - 8.25 X 22.5 disc wheels, 295/75R 22.5 tires (k) Fifth wheel height - 47-1/2 inches, nominal (l) Centerline of tow eye to centerline of fifth wheel - not to exceed 80 inches. (m) 2 each, rear tie-downs, rated at 10,000 lbs each (n) 2 each, curb-side tie downs and 2 each, traffic-side tie downs, rated at 5,000 lbs each. (o) Vendor will supply certification that applied tie downs and lift points meet or exceed these specifications. (p) Paint to Green - Olive Drab to match color chart 595.
