Description
The U.S. Coast Guard Engineering Logistics Center is intending to award a requirements type contract consisting of one base year and four option years for the repair of various Flowserve Centrifugal and Rotary pumps used in various applications. The U.S. Coast Guard ELC is seeking qualified sources that have the capability and expertise to repair these pumps in accordance with OEM specifications and standards, utilizing only genuine OEM replacement parts. The pumps that shall be included on this intended acquisition are: (1) Stock Number 4320-01-122-3852, Part Number D1161 6X4X6, estimated quantity of 4 per year; (2) National Stock Number 4320-01-118-5085, Part Number D1131 3X1.5X6, estimated quantity of 2 per year; (3) National Stock Number 4320-01-118-5086, Part Number D1211 3X2X6, estimated quantity of 2 per year; (4) National Stock Number 4320-01-121-9680, Part Number D1131 3X1.5X6, estimated quantity of 2 per year; (5) National Stock Number 4320-01-118-6394, part Number B8863317, estimated quantity of 2 per year; (6) National Stock Number 4320-01-118-6395, Part Number B7793014, estimated quantity of 1 per year; and (7) National Stock Number 4320-01-183-9557, Part Number SZC-1BM2C1A. Contractor shall be required to provide all labor, materials required to open, inspect, report, repair, test, preserve, and package all pumps in accordance with current OEM specifications and standards. NO EQUAL OR ALTERNATE REPLACEMENT PARTS SHALL BE CONSIDERED. The Solicitation shall contain a technical requirement that any interested source submitting a proposal in response to this solicitation must provide written verification from the OEM that they can obtain the required technical publications and updates and that they can obtain the required OEM replacement parts. All technical and engineering data required to successfully repair these pumps are proprietary information to Flowserve. It is believed that this nonavailability of technical data precludes the U.S. Coast Guard from obtaining competition, as the technical and engineering data required to successfully repair these pumps is only available from one source. It is the Government?s belief that only Flowserve, and/or their authorized repair facilities, possesses the capabilities to repair these pumps in accordance with OEM requirements. However, other sources may submit information detailing their capabilities of repairing these pumps. This information must include (1) data that the referenced pumps have been successfully repaired in accordance with OEM standards, using only genuine OEM parts; and (2) past performance information relating to repair of these pumps including agency/customer name, address and telephone number, order number, date, and price paid for the repair. This information MUST BE RECEIVED IN THIS OFFICE WITHIN 15 CALENDAR DAYS FROM THE DATE THIS NOTICE IS PUBLISHED. Information received after this deadline shall not be considered for this acquisition. The submission of this data for review shall not impede award of this contract, but will qualify the prosper for follow in acquisitions. The Government does NOT intend to pay for information solicited. See Numbered Notes 12, 22, and 26. This synopsis is issued pursuant to FAR 6.203-1 and TAM 1206.302.
