Description
The Drug Enforcement Administration (DEA) has a requirement for specialized assistance in the preparation, assembly and temporary installation of the mobile, exhibit entitled ?Target America: Traffickers, Terrorists and You.? This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is DEA-02-R-0028 and is being issued as a Request for Quotations (RFQ). The provisions and clauses applicable to this solicitation are those in effect through Federal Acquisition Circular (FAC) 01-04. This is a full and open competition; there will be no set-aside requirements. The applicable NAICS code is 339950 (Exhibit, Display Manufacturing). The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Items, applies to this acquisition. Offers will be evaluated based primarily on price and schedule compliance, but other factors that may be evaluated include technical capability and past performance. The final exhibit and product, and all rights thereto, will become the property of the DEA upon Government acceptance. Delivery and acceptance will take place at destination [the Government?s facility.] The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. Offers are due June 11, 2002, no later than 3:00 Eastern Time, at the following address: Drug Enforcement Administration, 2401 Jefferson Davis Hwy. REQUIREMENT: The contractor shall prepare a previously designed 22? x 52? mobile exhibit from concept drawing information with a working title of ?Target America: Traffickers, Terrorists and You.? Milawall, or a similar system, shall be used as the basic structure for the exhibit. The contractor shall purchase all selected wall panels, connectors and traveling carts. The contractor shall also: collaborate with the DEA Museum Staff and Consultants in the purchase and assembly of the exhibit with panels, cases and kiosks as indicated in the final fabricating drawing, which would locate all text, objects, graphics and casework with the DEA Museum Staff and Consultants. Development and production of the exhibit shall be in accordance with the design drawing package. This package will be available to interested sources at a mandatory pre-proposal meeting being held on June 3, 2002 at 10:30 AM at 700 Army Navy Drive, Arlington, VA. Interested offerors must forward attendance information for purposes of identification verification of each participant not later than 24 hours in advance of the scheduled meeting to ensure entry. MEETING: Important [scale drawings] information will be distributed at the site visit; thus, offerors must be represented in order to receive consideration for award. Questions will be accepted afterwards (in writing only), to which DEA anticipates responding by June 6, 2002. An award is anticipated by June 13, 2002, with delivery of the final product not later than September 2, 2002.
