Description
DESIGN/BUILD NEW COMMISSARY AND DEMOLISH EXISTING COMMISSARY AT GRAND FORKS AFB, ND: Sol# F41689-02-R-0045. POC Mrs. Viola Mu?iz, tel (210) 671-1194. Work includes but is not limited to the following: One step turnkey design and construction of a new commissary at Grand Forks AFB ND. The Contractor will be responsible for the design and construction of a new Commissary as Phase 1 and the demolition of the existing Commissary as Phase 2. This project will include all equipment (both building and operational), all structures, demolition of the existing Commissary, utilities, roads, walks, and associated on-site improvements including landscaping. The square footage of the new Commissary is not to exceed plus or minus 5% of 4,154m? (44,700 square foot). * The period of performance is to be proposed by the offerors. The dollar magnitude of this requirement is more than $10,000,000. This procurement is unrestricted. All responsible sources meeting the criteria set forth in the Request for Proposal (RFP) may submit an offer, which will be considered by the Government. The RFP will have 6 line items. The 6 line items are: 1. Commissary Construction 2. Site Improvements 3. Commissary Operational Equipment 4. Design 5. Demolition of Existing Commissary 6. Abatement 7. Special handling of contaminate soil and replacement 8. Special handling of contaminate ground water Source Selection procedures as defined in Air Force Supplement (AFFARS) 5315 and the Air Force Source Selection Procedures guide will be used. Basis for Award: The Government will evaluate each offeror?s proposal on the basis of the criteria listed below. The Government will award a contract on the basis of price, proposal risk, past performance and technical mission capability to that responsible offeror submitting the offer considered most advantageous to the Government. -The Government may award a contract based on initial offers received, without discussions with the Offerors. Accordingly, submit each initial offer on the most favorable terms, from a price and technical standpoint. However, the Government reserves the right to conduct discussions, if it is determined to be in the Government?s best interest to do so. - All evaluation factors other than price, when combined, are significantly more important than price. Proposal risk, past performance and technical mission capability are of equal importance. The lowest price proposal will not necessarily receive the award; likewise, the highest technically rated proposal will not receive the award. Rather, the Government will award to that Offeror whose proposal offers the best overall value to the Government. Evaluation Process: The Government will evaluate proposals in accordance with AFFARS 5315.305 and the criteria listed. There will be six parts to the evaluation. These are (1) Initial check for compliance (2) Technical mission capability evaluation (3) Proposal Risk Assessment (4) Past Performance Assessment (5) Price and (6) Responsibility Evaluation. The Solicitation should be available on or about 8 Mar 2002. The Solicitation will be available on CD only. No hard copy documents will be issued.
