Description
The Department of Energy Albuquerque Operations Office is requesting proposals on a requirements supply contract for ammunition to support the DOE and Contractor sites. Multiple awards for firm fixed price two-year contracts with three one-year options may be awarded. Option years may or may not be exercised at the discretion of the Government. The solicitation number is DE-RP04-02AL67182 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through April 2002. This acquisition is being considered as a partial small business set-aside. Firms responding should indicate whether or not they are small business, small women-owned business, small disadvantaged business, HUBZone, or 8(a) business. Offerors should indicate interest to the Contracting Office, in writing, as early as possible, but no later than 15 calendar days of this notice. The North American Industry Classification System Code (NAICS) code for this acquisition is 332992 with a corresponding size standard of 1,000 employees. Destination and delivery is required no later than 30 days from receipt of call order. Acceptance point will be determined at the time call order is placed. Delivery will be subject to priority for National Defense use and the only justification for delay. All ammunition will be of new manufacture ? reloaded, reprocessed, remanufactured or refurbished or military surplus ammunition or components are unacceptable. Bids will be accepted from original manufacturers only (no resellers). Ammunition shall meet specifications and conform to manufacturing standards established by the Sporting Arms Ammunition Manufacturing Institute (SAAMI). Buy American Act, FAR 25.1, applies to this acquisition. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Offerors shall provide confirmation of compliance with FAR 52.222-37 (VETS 100 Report), website location: http://vets100.cudenver.edu/. All FAR Clauses may be viewed in full text by reviewing the Federal Acquisition Regulation Table of Contents via the Internet at http://www.arnet.gov/far/current/html. Electronic responses/offers to this solicitation will be accepted via the Industry Interactive Procurement System (IIPS), available at http://e-center.doe.gov. It is the offeror's responsibility to monitor the IIPS site for the release of amendments (if any). The Government will award a contract or contracts resulting from this solicitation to the responsible offer whose will offer the lowest overall price, with delivery and contractor past performance considered. The Government intends to award without discussions; however, this does not preclude having discussions if it is in the best interest of the Government.
