- NAICS Code: 54161 The United States Environmental Protection Agency (U. S. EPA), Office of Water, Office of Wastewater Management (OW/OWM) seeks to negotiate a fixed price purchase order for a program recognizing local governments of all types that exceed the requirements of the Clean Water Act (CWA) and will run over the next 8 months. These local governments will have demonstrated that they have played a key role in protecting and enhancing the health of the nation's watersheds. This program is being developed by EPA to celebrate the 30th anniversary of the Clean Water Act. Contractors will be required to possess the ability to recognize expertise in watershed management. This purchase order will develop a program which involves such activities as: 1) preparation and distribution of materials to advertise the program; 2) development of a web site to receive applications for the program; 3) helping EPA coordinate the review of program applications, working with various organizations that represent the interests of local governments and 4) development of recognition materials such as certificates for local governments recognized under the program. The Contractor shall employ junior, midlevel and senior level disciplines. A contractor will be selected basted on their technical expertise, past performance and costs.
